Required Documents for Cosmetics Import
Certificate of Manufacturing (Notarized Original Required)
The Certificate of Manufacturing must be issued by the manufacturing company and signed by the responsible person. It must clearly state the product name, ingredient names (color additives: with Color Index No., including preservatives), ingredient content amounts (ingredients requiring usage restrictions designated by the Minister of Food and Drug Safety must be explicitly stated), and ingredient specifications — with supporting documents for the ingredient specifications attached — and must be notarized.
However, when issued by a contract manufacturing company, the name and address of the contract manufacturer must also be stated on the Certificate of Manufacturing.
Certificate of Free Sale (Original)
The Certificate of Free Sale must be issued by the government or a public institution (including cosmetics associations and chambers of commerce) of the producing or selling country. It must clearly state the manufacturing company and product name, and serve as a document proving that the product is being sold in the relevant country.
TSE (BSE) Related Documents / BSE-Free Certificate (Notarized Original Required)
A document certifying that the product is free from TSE (BSE) infection. Required when ingredients derived from ruminants (cattle, sheep, goats, etc.) from countries designated by the Minister of Food and Drug Safety are used — issued by the exporting country's government or a public institution.
Non-Use Certificate
A document certifying that ruminant-derived materials are not used, and that the ingredients are derived from other animals, plants, or chemical synthesis. Required when ingredients derived from ruminants from countries designated by the Minister of Food and Drug Safety are not included — issued by the manufacturer, identifying the product (ingredient names), signed by the responsible person, and notarized.
Certificate of Origin
A document certifying the country of origin of the animals used in the relevant product. Required when ruminant-derived products from countries other than those designated by the Minister of Food and Drug Safety are included.
